mso-bidi-theme-font:minor-bidi;} </style> <![endif]  Tư tưởng nhất quán và xuyên suốt của Đảng và Nhà nước Việt Nam là tôn trọng quyền tự do tín ngưỡng, tôn giáo của nhân dân; đoàn kết tôn giáo, hoà hợp dân tộc. Tinh thần đó được Đảng, Nhà nước Việt Nam thể hiện bằng hệ thống chính sách phù hợp với từng giai đoạn cách mạng và đã có từ khi mới thành lập Đảng. Văn kiện Đại hội toàn quốc lần thứ X của Đảng Cộng sản Việt Nam (tháng 4-1006) tiếp tục khẳng định: “Đồng bào các tôn giáo là bộ phận quan trọng của khối đại đoàn kết dân tộc. Đoàn kết đồng bào theo các tôn giáo khác nhau, đồng bào theo tôn giáo và đồng bào không theo tôn giáo. Phát huy những giá trị văn hoá, đạo đức tốt đẹp của các tôn giáo. Động viên, giúp đỡ đồng bào theo đạo và các chức sắc tôn giáo sống “tốt đời, đẹp đạo”.

Những năm qua, công tác quản lý Nhà nước đối với các hoạt động tôn giáo đạt được nhiều thành tựu rất đáng ghi nhận, đã có những bước tiến tốt hơn và ngày càng đi vào ổn định; công tác tuyên truyền, vận động quần chúng đã đem lại những hiệu quả tích cực hơn, tình hình sinh hoạt tôn giáo ở các địa phương dần đi vào xu thế bình thường, ổn định; quần chúng tín đồ, chức sắc, chức việc vui mừng, phấn khởi, yên tâm tin tưởng vào chủ trương, đường lối, chính sách tôn giáo đúng đắn của Đảng, Nhà nước, các hoạt động tôn giáo trái phép giảm hẳn….

Tuy nhiên, thời gian gần đây, đã có nhiều hoạt động đi ngược lại lợi ích của dân tộc do một số giáo sĩ khởi xướng mà gần đây nhất là vụ Chứng tích Tam Toà tại Quảng Bình. Đặc biệt nổi lên là địa phận Nhà thờ Thái Hà. Việc các giáo dân chiếm đất, xây dựng trái phép tại 178 Nguyễn Lương Bằng, Hà Nội, khu đất tại 42 Nhà Chung đã được UBND TP Hà Nội giải quyết, nơi đây đã trở thành công viên cây xanh, nơi để người dân nghỉ ngơi, thư giãn sau những giờ làm việc căng thẳng. Nhưng những giáo sĩ ở Nhà thờ Thái Hà vẫn thường rao giảng với những lời lẽ kích động, đòi hỏi chính quyền thoả mãn những yêu cầu không hợp lý. Những giáo dân mà họ tập hợp trong các vụ việc gây rối, như lời của Linh mục Đinh Đức Tiến đã nói: “Đa số anh chị em là những người di dân…phải xoay trở trên Hà Nội này để làm ăn sinh sống”. Thực tế, nhiều giáo dân ở ngay trên địa bàn cũng tỏ ra bức xúc bởi những hành động của Nhà thờ. Hành động của các linh mục này không chỉ không được sự đồng tình của đại đa số giáo dân mà ngay cả bề trên cũng không vừa ý. Trong huấn từ của Giáo hoàng đáp từ nhân dịp Đoàn các Giám mục Việt Nam sang Va-ti-căng, Đức Thánh cha đã khuyến khích các giám mục Việt Nam quan tâm đến hàng linh mục. Đức Thánh cha cũng nhắc đến vai trò của giáo dân với mối quan hệ giữa giáo hội và Nhà nước. Ngài khẳng định: “Về phần mình, các giáo dân công giáo cần chứng tỏ-qua cuộc sống dựa trên bác ái, lương thiện, yêu chuộng công lý-rằng một tín hữu công giáo tốt cũng là một công dân tốt”. Ngài cũng nhấn mạnh: “Giáo hội góp phần vào phát triển con người về mặt nhân bản và tinh thần nhưng cũng góp phần vào sự phát triển đất nước nữa. Sự tham gia của giáo hội vào tiến trình này là một nghĩa vụ và là một đóng góp quan trọng nhất trong lúc Việt Nam đang dần dân cởi mở đối với cộng đồng quốc tế”.

Trong bối cảnh trên thế giới có nhiều cuộc xung đột, “chiến tranh” tín ngưỡng, sắc tộc tương tàn diễn ra ngày càng quyết liệt, chúng ta càng thêm quý những ngày tháng yên bình trên đất nước thân yêu vốn đã nhiều năm lâm vào cảnh “binh đao khói lửa” chỉ vì lợi ích của thực dân, đế quốc muốn biến chúng ta thành nô lệ, biến nước ta thành thuộc địa. Biết bao hy sinh, gian khó của toàn dân, trong đó đặc biệt có các CCB, chúng ta mới giành được độc lập, tự do, dựng xây chính quyền của nhân dân. Sự ổn định xã hội là điều kiện tiên quyết đưa đất nước ngày càng phát triển. Những hành động gây rối của một số phần tử lợi dụng tôn giáo là đi ngược lại lợi ích của nhân dân. Chắc chắn đằng sau những sự việc này ẩn chứa bàn tay của những thế lực thù địch với Việt Nam.

Chính sách của Đảng, Nhà nước và chính quyền luôn luôn hướng tới kiên trì vận động thuyết phục, chờ đợi sự tự giác của giáo xứ với mong muốn đối tượng tự nhận thức được hành vi sai trái mà thay đổi. Mặc dù việc xử lý theo pháp luật là cực chẳng đã, một khi sự kiên trì đã đến giới hạn, nhưng với những phần tử, lợi dụng tự do tín ngưỡng để gây rối, làm mất an ninh trật tự, vi phạm pháp luật thì nhất thiết phải nghiêm trị. Những người này thực sự đã đi ngược lại lời răn của Chúa, của Giáo hoàng: Đã là người công giáo, trước hết phải thực hiện tốt nghĩa vụ của một công dân, kính Chúa, yêu nước, sống tốt đời, đẹp đạo.
