đồng, xe 70-100 phân khối là 600.000 đồng, xe 100-175 phân khối thu 1 triệu đồng, xe trên 175 phân khối thu 1,5 triệu đồng.

Đối với ôtô sẽ phải đóng phí lưu hành khi kiểm định phương tiện hằng năm. Mức thu được đưa ra là 1,2 triệu đồng mỗi năm cho ôtô dưới 12 ghế, xe tải dưới 2 tấn và xe buýt. Ôtô trên 12 ghế, xe tải 2-10 tấn... sẽ phải chịu mức thu nhiều hơn 20%.

Các xe quá tải trọng cho phép của cầu đường cũng bị đề nghị nâng cao mức phí lưu hành. Khi xe chở các cấu kiện không thể tháo rời từ 32 tấn trở lên thì sẽ nộp tiền lũy tiến theo mức vượt tải.

Bộ Giao thông Vận tải còn đưa ra phương án thu phí lưu hành qua giá xăng dầu. Tuy nhiên, trước nhiều ý kiến cho rằng một số khối lượng xăng dầu không sử dụng vào giao thông đường bộ cũng phải chịu phí lưu thông sẽ gây nhiều bất hợp lý

Theo tính toán của Bộ GTVT, các khoản thu trên nếu áp dụng được sẽ đóng góp hơn 3.600 tỷ đồng mỗi năm cho Quỹ bảo trì đường bộ. Đây là nguồn vốn rất cần thiết để bảo trì hệ thống đường giao thông trên cả nước.

Sáng 1/10, Thứ trưởng Bộ Giao thông Vận tải Lê Mạnh Hùng cho biết, hằng năm nguồn vốn ngân sách cấp cho công tác bảo dưỡng và sửa chữa đường bộ thường chỉ đáp ứng 50-60% nhu cầu đối với đường quốc gia. Hệ thống đường tỉnh, huyện và nông thôn thì nguồn vốn đầu tư còn thấp hơn nhiều.

Theo ông Hùng, đường bộ được bảo trì tốt sẽ tiết kiệm thời gian và giảm giá thành sản phẩm. 1 USD chi cho bảo trì đường bộ sẽ tiết kiệm được 3 USD cho chi phí hoạt động phương tiện, giảm hao mòn phương tiện... Người dân cũng phải coi việc sử dụng đường giống như dùng các dịch vụ công cộng khác như nước sạch, điện, điện thoại, phải trả tiền để nhận dịch vụ tốt hơn. Cơ quan quản lý đường bộ cũng sẽ phải vận hành như một doanh nghiệp.

Theo TS Ronald Allan, Chuyên gia tư vấn của World Bank, Quỹ bảo trì đường bộ được nhiều nước áp dụng, bởi cảng biển, sân bay, viễn thông, đường sắt đều được thương mại hóa thì đường bộ cũng cần phải như vậy. Tuy nhiên, thu phí từ người sử dụng đường thì sẽ phải cung cấp hệ thống đường chất lượng cao và công khai minh bạch số tiền chi tiêu do người sử dụng đóng góp.
