mso-bidi-theme-font:minor-bidi;} </style> <![endif]  Sông Mê Công có khả năng cạn kiệt trong tương lai hay không là câu hỏi quan trọng, liên quan thiết thân đến sự sống còn của các nước trong lưu vực sông Mê Công, đặc biệt là Việt  Nam.

Sông Mê Công dài khoảng 4.500 km, chảy qua 6 nước: Trung Quốc, My-an-ma, Thái Lan, Lào, Cam-pu-chia và Việt Nam. Nước sông Mê Công có vai trò đặc biệt quan trọng trong nhiều lĩnh vực của đời sống, nhất là trong lĩnh vực nông nghiệp, góp phần nuôi sống khoảng 75% số cư dân sinh sống tại hạ lưu sông này. Nguồn tài nguyên sinh vật hết sức phong phú ở sông Mê Công cung cấp đến 80% lượng đạm động vật cho cư dân trong khu vực, trong đó 70% lượng đánh bắt thương mại là các loài cá di cư. Hệ thống sông cũng là các giao thông đường thủy quan trọng nối liền một số quốc gia ven sông, phục vụ đắc lực cho hợp tác phát triển trong khu vực.

Thế nhưng, dòng sông Mê Công đang bị đe dọa trước việc xây dựng ồ ạt các đập thủy điện ngăn con sông này và đang dóng lên hồi chuông báo động về nguy cơ cạn kiệt dòng sông. Liên hợp quốc đã đưa ra báo cáo và cảnh báo rằng: Hệ thống thủy điện đã, đang và sẽ được xây dựng, sẽ làm cho nguồn nước sông Mê Công nguy kịch, đe dọa đời sống hàng trăm triệu cư dân sinh sống tại lưu vực sông Mê Công. Hiện Trung Quốc có 8 con đập, trong đó có con đập Tiểu Loan cao nhất thế giới (292m), với tổng dung tích tương đương với tất cả hồ chứa nước Đông Nam á cộng lại, đang tàn phá môi trường của hạ lưu sông Mê Công với mức độ khủng khiếp tăng dần. Nó sẽ ảnh hưởng nghiêm trọng đối với khoảng 250 triệu người sinh sống tại các quốc gia hạ lưu sông Mê Công như: Thái Lan, Lào, Cam-pu-chia và Việt Nam. Vào mùa khô, nước ở khu vực thượng lưu Mê Công chiếm đến hơn 60% dung tích con sông. Một khi nguồn nước này bị giữ lại, hạn hán tại hạ lưu sông Mê Công chắc chắn sẽ xảy ra. Trong khi đó, vào mùa mưa, việc xả nước đột ngột từ hồ Tiểu Loan có thể sẽ gây ra những trận lụt kinh hoàng.

Mặt khác, hồ chứa của các đập thủy điện trên sông sẽ giữ nước, chặn nhiều phù sa xuống hạ lưu, trong đó có Đồng bằng sông Cửu Long của Việt Nam, làm cho đất đai kém mầu mỡ hơn, gây bất lợi cho nông nghiệp dưới hạ nguồn. Ngoài ra, nguồn cá sông Mê Công bị suy giảm nhiều do các loài cá di cư không còn khả năng di chuyển từ vùng sinh sản ở Lào và Thái Lan xuống Biển Hồ tại Cam-pu-chia và đồng bằng sông Cửu Long.

Có thể khẳng định rằng, việc xây dựng các con đập để giữ nước hoặc làm công trình thủy điện lớn trên sông Mê Công - một con sông quốc tế, chắc chắn sẽ ảnh hưởng nghiêm trọng tới lưu lượng nước, gây trở ngại cho giao thông đường thủy và tàn phá nặng nề môi trường sinh thái.

Đối với Việt Nam, hoạt động của các con đập trên sông Mê Công, nếu không được điều tiết hợp lý trong tương lai, sẽ đe dọa nghiêm trọng đến sự sinh tồn của một bộ phận cư dân tại khu vực Đồng bằng sông Cửu Long, ảnh hưởng không nhỏ đến sự phát triển và thịnh vượng của Việt Nam trong tương lai.

Như vậy, trong khi chờ đợi các nước trong khu vực hợp tác tiến hành các biện pháp cần thiết để ngăn chặn nguy cơ nguồn nước sông Mê Công cạn kiệt, chúng ta cần nghiên cứu, tìm hiểu và vận dụng cơ sở pháp lý quốc tế để bảo vệ nguồn nước của chúng ta ở Đồng bằng sông Cửu Long.

Trong thập kỷ qua, sự phát triển của khu vực tiểu vùng sông Mê Công đã trở thành sự quan tâm được cụ thể hóa trong tư duy phát triển khu vực này. Ngân hàng Phát triển châu á (ADB), cùng với ủy ban sông Mê Công (MRC) và ASEAN đã đưa ra chương trình mang tính thể chế cho khu vực này, chẳng hạn như “hành lang” kinh tế, các dự án giao thông “huyết mạch”, hay “khuôn khổ” hợp tiểu vùng. Và chỉ khi nào tất cả các nước trong lưu vực Mê Công ủng hộ một cách tiếp cận đa phương đối với việc quản lý và bảo vệ sông Mê Công, khi đó cuộc sống của hàng trăm triệu người dân ở hạ lưu con sông này mới ít bấp bênh hơn.

Tương lai của sông Mê Công phụ thuộc vào việc các nước ven con sông này có khả năng hợp tác triển khai các biện pháp cần thiết để bảo vệ nguồn nước sông Mê Công. Nhật Bản không phải là quốc gia nằm trong lưu vực sông Mê Công, nhưng rất thiện chí hợp tác phát triển vùng lưu vực con sông này. Sáng kiến lấy năm 2009 làm năm Mê Công - Nhật Bản đã được các nước trong lưu vực ủng hộ và hưởng ứng.
